Chicago Albany Park: Neighborhood Improvement Program Neighborhood Improvement Fund (NIF), which is part of the newly designated Lawrence - Kedzie Tax Increment Financing district (TIF). This program will make funds available to homeowners, within the TIF district, for home repairs.
 
Suburban Cook Coun Alliance to End Homelessness The Alliance to End Homelessness in Suburban Cook County is a non-profit organization responsible for planning and coordinating homeless services and housing options for all of Cook County outside of Chicago and Evanston.
 
Arlington Heights Arlington Heights- Multi-Family Rehab Program Multi-Family Rehab Program - Low interest loans or grants for building improvements are provided to rental property owners who lease a minimum of 51% of the units in a building to low and moderate income tenants at affordable rents.
 
Arlington Heights Arlington Heights- Shared Housing Program Shared Housing Program - The Resource Center for the Elderly matches homeowners with low-income home seekers who are in need of affordable housing. Through this program, homeowners are given the opportunity to generate income and remain independent in their homes while providing decent, safe, affordable housing to low-income home seekers.
 
Arlington Heights Arlington Heights- Single-Family Rehabilitation Loan Program Single-Family Rehabilitation Loan Program - 0% interest rehabilitation loans for low to moderate income homeowners. Financing is provided for basic repairs and maintenance such as roof replacement, driveway paving, plumbing, electric, etc. Modifications to make homes safer and more accessible for senior and disabled residents are also eligible. There are no monthly payments. Loans are repaid in full when the home is eventually sold.
 
Aurora Aurora- Emergency Housing Rehabilitation Program Based on family size and total household income verification, the City of Aurora Neighborhood Redevelopment will provide through the Community Development Block Grant Program a zero-interest, deferred payment loan for the cost of emergency home repairs up to a $5,000 maximum. Technical assistance is also available at no cost for determining what needs to be done, how it should be done, and review of bids from contractors. Apply in person.
 
Aurora Aurora- Mortgage Credit Certificate Program The Mortgage Credit Certificate Program provides first-time homebuyers with a credit on their income taxes equal to one-fourth of the interest paid in each year for the life of the mortgage. Maximum annual credit is 2,000.
 
Aurora Aurora- Real Estate Transfer Tax Rebate For participants in the Assist Program or the Mortgage Credit Certificate (MCC) Program who purchase property in one of the City's targeted neighborhoods, the City will refund its portion of the real estate transfer tax to the buyer. This is a seller expense but a buyer's benefit, and it averages around $200 after closing.
 
Aurora Aurora- Reconversion Incentive Program The City provides financial incentives and assistance per unit removed as long as the structure is restored to its original use. $28,000 is given for the first unit removed, $25,000 for the second, and $22,000 for the third up to a maximum grant of $75,00. Requests for waiving the maximum or the reduction to original use will be considered on a case-by-case basis. Priority is given to applications that can show a significant impact on the neighborhood by the reconversion activity.
 
Aurora Aurora- Senior Citizen/Disabled Home Security Grant Program The Home Security Grant Program provides a $1,000 grant to pay for the purchase and installation of home security features as outlined by a free Aurora Police Department home security survey. The program is available to owner-occupied, income qualified senior - disabled Aurora residents. Eligible items include smoke detectors, deadbolt locks, one-way viewers, window locks, and other materials deemed appropriate by DNR.
 
Aurora Aurora- Tenant Relocation Assistance Program The City of Aurora, through the Community Development Block Grant Program, will pay up to $500 for tenant relocation that happens as a result of a disaster or of posting by the City's Property Standards Division as unfit for human habitation. Funds will be paid to the landlord for the new unit.

Chicago CEDAs Comprehensive Housing Counseling Comprehensive Housing Counseling offers advice and assistance to help you improve your housing conditions and meet the responsibilities of home ownership and tenancy. Housing issues covered are: How to buy or rent, deal with delinquency and default, conserve energy, solve relocation and displacement problems and access emergency services. This Program includes: *Home Maintenance Seminars *Housing Consumer Educiaton *Home Improvement - Rehabilitation *Information and Referrals to other community resources helpful to homeowners and tenants.
 
Cook County CEDAs Home Weatherization Through CEDA's Home Weatherization program, homeowners and qualified renters may receive attic and sidewall insulation, caulking and weather-stripping, window and door replacement and repair to help make homes more energy effecient. Home Weatherization can also include furnace cleaning and tuning, repair, retrofit or replacement. Weatherization work is performed at no cost to eligible homeowners and renters. The Lead-Based Paint Hazard Reduction Program is also a component of the Weatherization Program. Other programs are ECHR and Mold &Moisture.
 
CEDAs Neighborhood Development Corporation CNDC improves housing conditions and increases the availability of affordable housing through redevelopment of existing properties and new construction.
 
Chicago Chicago Adjacent Neighbors Land Acquisition (ANLAP) Program ANLAP enables homeowners in certain areas of Chicago to purchase vacant, city-owned lots for less than market value.
 
Chicago Chicago Asset Control Area Program The Asset Control Area Program began in 2000 when the US Department of Housing and Urban Development granted funds to municipalities to help rehab 1-4 unit buildings. The Department of Housing developed the ACA Program, using these federal dollars to partially fund its local nonprofit partners Hispanic Housing Development Corporation and Neighborhood Housing Services of Chicago. Funds were made available over a three year period and were not to exceed $40,000 for each one-unit residential property and $50,000 for each two- to four-unit residential property. Chicago Chicago Community Loan Fund- Cooperative housing loans Cooperative housing loans are a custom mortgage product with a 10 to 15-year term for limited-equity and - or low-income housing cooperatives.
 
Chicago Chicago Community Loan Fund- Equipment and working capital l Equipment and working capital loans, with 3 to 5-year terms, allow nonprofits and worker-owned cooperative to buy equipment needed to establish or expand their commercial enterprise.

Chicago Chicago Community Loan Fund- Predevelopment Loan Predevelopment loans are short-term, usually the first dollars into a project, and often the most difficult type of financing to access because they cover expenses accrued even before construction begins. Such soft costs include: land or building acquisition, site stabilization, interim maintenance, environmental surveys, appraisals, taxes, insurance coverage, as well as legal, architectural and consultant fees.
 
Chicago Chicago Emergency Housing Assistance Program DOH offers deferred loans to owner-occupants of 1-4 unit residential buildings to repair dangerous, hazardous and life threatening conditions. Applicants must live in the property, and have no other means to pay for repairs. After one year, the loan is fully forgiven. If the property is sold within one year of receipt of assistance, the entire loan must be repaid.
 
Chicago Chicago Federal Home Loan Bank - Standby letters of Credit Standby Letters of Credit are available to facilitate residential housing finance and community development, and economic lending. They may be used in a variety of ways including collaterialization of public unit deposits and as a credit enhancement for financial instruments involving community lending.
 
Chicago Chicago Federal Home Loan Bank- Affordable Housing Program The Affordable Housing Program (AHP) provides subsidies (grants) to member institutions to assist in the creation and preservation of housing for lower income families and individuals. The Chicago FHLB contributes a minimum of 10% of its previous year's net income to the AHP fund.
 
Chicago Chicago Federal Home Loan Bank- Community Investment Program The Community Investment Program (CIP) offers below market rate advances (loans) to finance qualifying community lending projects. CIP advances are continuously available as a source of funds to financial institutions holding stock in the Chicago FHLB. The member can, in turn, lend CIP funds to homebuyers, for-profit, not-for-profit, or public developers of housing, economic development projects, community facilities, and infrastructure.
 
Chicago Chicago Federal Home Loan Bank- Downpayment Plus® Program The Downpayment Plus® Program, which is available to any member financial institution, allows participating members to provide downpayment and closing cost assistance grants when they provide first mortgage financing to income-eligible home buyers. Grants of up to $4,000 are available to borrowers whose incomes are 80% or less of the area median income. Funds are available on a first come, first served basis, with per-member limits established yearly. The funds are separately administered for each state by non-profit organizations. Chicago Chicago Green Bungalow Initiative The Chicago Historic Bungalow Initiative is a program that provides financial incentives to help Chicagoans buy, restore, and improve Historic Chicago Bungalows and to demonstrate energy efficiency in the context of historic design. The program is a joint effort of the City of Chicago, the Historic Chicago Bungalow Association, the Chicago Architecture Foundation, and numerous Chicago banks and real estate brokers.

Chicago Chicago Historic Bungalow Initiative The Chicago Bungalow was developed in 1919 in response to a pressing demand for owner-occupied housing during a period of dynamic growth in Chicago’s population and economic base. To help preserve this element of Chicago's social and architectural history, the City of Chicago's Department of Housing has created the Historic Chicago Bungalow Initiative. The program is administered in conjunction with a not-for-profit organization, the Historic Chicago Bungalow Association.
 
Chicago Chicago Home Ownership Preservation Initiative/311 Campaign The Homeownership Preservation Initiative (HOPI) is a partnership between the City of Chicago, Neighborhood Housing Services of Chicago, and key lending, investment and servicing institutions doing business in Chicago. The partnership seeks to preserve homeownership whenever possible and keep families in their homes through counseling, loss mitigation and loan workouts. When foreclosure is unavoidable, the partners seek to preserve the vacant properties as neighborhood assets.
 
Chicago Chicago HomeMod program Sponsored by the Mayor's Office for People with Disabilities (MOPD), the HomeMod program provides financial assistance to qualifying individuals with disabilities for structural alterations that increase the accessibility of homes or apartments. Typical alterations include kitchen and bathroom modifications and the addition of interior and exterior lifts and ramps. Specific modifications can include the installation of grab bars, lowering cabinets and countertops and widening doorways. These are convenient neighborhoods in which residents can walk from their homes to stores, schools, recreation, and public transportation. People who live in location efficient communities have less need to drive, which allows them to save money and improves the environment for everyone.
 
Chicago Chicago Low-Income Housing Trust Fund Rental Subsidy The Chicago Low-Income Housing Trust Fund provides financial assistance to meet the housing needs of Chicago's poorest residents. It funds and operates the Rental Subsidy Program. The Rental Subsidy Program provides annual subsidies to rental property owners. The owners use the subsidies to reduce rents for tenants with annual household incomes that do not exceed 30% of area median income.
 
Chicago Chicago Neighborhood Lending Program Through the Neighborhood Lending Program, the City of Chicago and Neighborhood Housing Services (NHS), provide first and second mortgage loans for the purchase and purchase - rehab of 1Ð4 units for homeowners who might otherwise not be able to purchase a home. Chicago Chicago Police Officer Homeownership Incentive Chicago Police Officers are eligible for a maximum of $5,000 in assistance in purchasing a home. The purpose of this program is to encourage police officers to purchase homes in low-income neighborhoods and to enhance neighborhood revitalization efforts. The deferred loan is available for a maximum of $5,000 per household. The loan may be used for the following eligible mortgage expenses: title insurance; credit reports; recording fees; appraisals; points; transfer stamps; third-party property inspection fees; first year's payment of mortgage insurance; and other customary bank related closing charges. Chicago Chicago Preserving Communities Together (PCT) Preserving Communities Together (PCT) enables interested applicants to request that the City acquire certain vacant and abandoned properties. The conveyance of a property from the City to an applicant requires a City Council ordinance, which would be introduced shortly before the City anticipates obtaining title. Applicants must submit required disclosure documents and enter a redevelopment agreement with the City to provide timely rehabilitation of the property.

Chicago Chicago Tax Assistance Program A vigorous outreach program to educate and assist Chicago's families with available tax relief programs. HOW WILL THE CHICAGO TAX ASSISTANCE CENTER HELP? Informing taxpayers about available income and property tax exemptions and deferral programs. Helping taxpayers apply for available income and property tax relief. Assisting homeowners who feel their property values may have been inaccurately assessed. Educating homeowners, businesses, and citizens about the tax system. Providing legal counsel referrals to taxpayers for some income and property tax issues.
 
Chicago Chicago TaxSmart Mortgage Program TaxSmart is a Mortgage Credit Certificate (MCC) program which entitles first-time home buyers to a federal income tax credit. A tax credit is a direct reduction of taxes due. Under the program, a home buyer would receive an MCC to reduce income taxes by an amount equal to 20% of the interest paid on a mortgage. The tax credit is available each year the home buyer continues to live in a home financed under this program.
 
Chicago Chicago Teacher Housing Resource Center (HUD) HUD Teacher Next Door - the U.S. Department of Housing and Urban Development (HUD) offers a 50% discount to any public or private school teacher or school administrator of grades K-12 who purchases select HUD properties (usually in need of renovation) in certain 'Revitalization Areas.'
 
Chicago Chicago Troubled Buildings Initiative Coordinates the response of City Agencies to address existing conditions that pose a threat to the community and help prevent properties from going into a state of disrepair that leads to non-viability and property abandonment. The City is focusing its efforts to target problem properties and ownership through assessment of fines and economic disincentives. Lenders and mortgage holders are also brought into the process to help address the City's concerns about vacant and abandoned buildings.
 
Illinois Circuit Breaker Law- Tax Relief for persons w/ disabilities The full name of the statute is the Senior Citizens and Disabled Persons Property Tax Relief and Pharmaceutical Assistance Act (Act), also known as the 'Circuit Breaker Law.' It is a state law that provides a grant to reimburse low-income senior citizens and people with disabilities for at least some of the real estate taxes they pay.
 
Illinois City-wide Tax Assistance Program City-wide Tax Assistance Program is a fast-paced entrepreneurial nonprofit organization dedicated to providing innovative and free financial services to hardworking, low-income families. At TAP, we enable the working poor to claim tax credits and refunds as well as overcome barriers to mainstream financial resources by linking skilled volunteer professionals to their communities. Our free programs return income directly to our clients and provide them with the tools to pursue education and develop savings—both assets for the future. USA Community HomeChoice: homeownership for people with disabili HomeChoiceTM is an underwriting initiative designed to provide single-family mortgages for low-and moderate-income people who have disabilities, or have family members with disabilities living with them. HomeChoice mortgage loans are tailored to meet the unique needs of people who have disabilities, by offering a down payment as low as $500; greater flexibility in qualifying and underwriting standards; and acceptance of nontraditional credit histories.
 
Cook County Community Investment Corporation- Construction Financing Construction financing for the six-county metropolitan area: Prime plus 2 points for the length of the construction period, Calculated and collected as a closing cost so that mortgage payments are not made during the construction phase.
 
USA Community Lending products Fannie Mae also has Community Lending products with special features that may be of interest to people with disabilities, including lower down payments and qualifying income, expanded acceptable sources for closing costs, acceptance of lower cash reserve, and nontraditional credit histories. These loans have downpayments as low as 3-to-5 percent, and require less income to qualify and less cash for down payment than conventional mortgages. Community Lending mortgage loans also require home buyer educaton.
 
USA Community Living: a group home housing initiative Community Living: a group home housing initiative Community Living® mortgage loans are designed to provide financing for small, community-based group homes for individuals who are unable to live independently. While many Community Living group homes house mentally disabled persons, these facilities can serve any disabled group. Community Living mortgage loans differ from traditional single-family mortgages in that qualifying borrowers are not required to be individuals.
 
Illinois Community Services Block Grant (CSBG) Provides long-term, fixed-rate financing to new or expanding businesses that create jobs and employment opportunities for low-income individuals. The program links federal, state and private financing by using CSBG funds at low interest rates in combination with bank funds and equity.
 
South Suburbs Community Support Services, Inc. Community Support Services, Inc., is a private, not-for-profit service agency that initiates, provides and promotes services for people with developmental disabilities and their families, within their communities, in order to strengthen their independence, self-esteem, and ability to participate in and contribute to community life.
 
Northeast Cook Cou Connections for the Homeless, Inc. Connections for the Homeless works with a variety of communities in northeast Cook County through direct services and education to prevent and reduce homelessness among individuals and families.
 
Cook County Cook County Class 9 Tax Incentive In the summer of 2001, Class 9 tax reductions were established as incentives to encourage increased numbers of rental housing throughout Cook County. Eligible properties consist of multi-family buildings with seven or more dwelling units.

Cook County Cook County Class S Tax Incentive With the City's support, in Spring 2002 the Cook County Board of commissioners created an incentive to preserve project-based Section 8 housing units in revitalizing markets. For projects that participate in HUD's Mark-Up-to-Market program, the Class S program reduces the assessment on designated Section 8 units by half. Cook County Cook County Home Improvement Exemption Homeowners can make up to $45,000 worth of property improvements without an increase in property taxes for at least four years. The value varies depending on the reduction of the assessed value and the tax rates where the property is located. Any exemption that is granted will be reflected on the Second Installment tax bill.

South Suburbs Crisis Center for South Suburbia Emergency, short-term shelter is provided to women and children who are experiencing domestic violence. The Center provides housing for up to 60 days in a 35-bed, handicap accessible residential facility. The emergency shelter, 24-hour hotline, and counseling program has been in existence for 23 years.
 
Illinois DCEO: Affordable Financing of Public Infrastructure (AFPI) The Affordable Financing of Public Infrastructure Program provides funds for infrastructure improvements that address health, safety and economic development needs that inhibit development in the state. The Affordable Financing of Public Infrastructure Program helps local governments finance public infrastructure needed to support economic and community development.
 
Illinois DCEO: The Community Development Assistance Program (CDAP) The Community Development Assistance Program (CDAP) is a federally-funded grant program that assists Illinois communities by providing grants to local governments to assist them in financing economic development, public facilities and housing rehabilitation projects. The program is targeted to assist low-to-moderate income people by creating job opportunities and improving the quality of their living environment.' Low-to-moderate income people' is defined by federal Section 8 income guidelines.
 
Illinois Direct Loan Multifamily Financing Mortgage Participation Certificates are financial interests in mortgage loans originated by the Authority (IDHA), which are sold to investors (aka participants). The participants bid against each other by offering various interest rates associated with the term of the loan, the prepayment lockout period, and the loan's market liquidity which depends, in part, on the type of loan credit enhancement.
